The overall objective of the present proposal is to promote intercultural understanding and respect for diversity. The specific objective of the proposal is to enable grassroots organisations and local networks in Bulgaria, Germany, Denmark and Hungary to take actions to combat stereotypes and negative perceptions. The project aims at achieving the objectives through:

fostering of European anti-racist efforts on the local level;
-
ensuring that the European values of tolerance, mutual understanding, intercultural exchange, active citizenship etc. are grounded and reach ordinary people from the local level;
-
identifying the most effective channels for bringing values to European citizens;
-
promoting positive attitudes towards minorities with special attention to Roma;
-
raising awareness of the obstacles minorities meet in their efforts to be active citizens;
-
building capacity in existing networks of grassroots organizations to act against racism and prejudices;
-
providing dialogue space for exchange of experience (good and bad) of local organizations from different countries with common anti-racist values.
The project proposal is designed as follow up on the European Year of Intercultural Dialogue 2008, paying special attention to activities on the local level. It will build on the results the project partners achieved through different activities in 2008 in the sphere of intercultural understanding. At the same time the project activities, taking place in 2009 and 2010, will promote awareness of the European Year themes for those years.
The project is based on the philosophy that the existing gap between the European and the local level should be greatly narrowed if not completely removed, especially in the field of intercultural understanding and fundamental rights.
Activity 1. Preparatory team meeting
At the beginning of the project implementation the partners in the project will organize one preparatory meeting. The aim of the meeting is respectively:
The preparatory meeting will ensure the integrated implementation of the project. The meeting will gather representatives of the national partners, as well as at least one representative from local organization or network from each country.
Activity 2. Engaging local organizations and networks
Each national partner will contact local organizations and networks dealing with minority issues, fundamental rights, tolerance and intercultural understanding. They will be informed about the project and the planned activity and will be invited to participate and support awareness raising efforts. At least 5 local organizations in each country will be invited to participate in delivering local anti-racism campaigns. Memos of understanding will be developed and agreed with the selected local organisations and networks.
Activity 3. Online survey and collection of materials
The next activity is running an online survey to identify the best practices, channels and methods for bringing European values of tolerance and respect to ordinary people from local level. The survey will be conducted by e-mail and online by the website of the Pakiv European Network. It will be translated into local languages so that language could not be barrier for people to participate. Each national partner will gather and analyze the results of the survey and share it with the other partners.
Activity 4. In-country, national workshops
Each national partner will organize an in-country workshop which will aim to provide space and skills for:

discussion of the results of the survey for the country;
-
collect materials on fundamental rights, democratic values, intercultural understanding, in order to develop a reflective ToT material and training manual
-
describe and analyze the current public discussion and media coverage related to?xenophobia,?racism, stereotyping of Roma
The workshop will gather representatives of local organization and networks, public authorities, media and private commercial companies.
Activity 5. Transnational workshop
A transnational workshop will gather representatives of the four participating countries and experts on public relations and campaigning who will analyze the results of the surveys and reports of the national workshops. Sessions of the workshops will also be designated to designing the campaigning strategies and tools to be promoted in the training of trainers workshop and subsequent training for local organizations and networks carrying out local campaigns. Participants will also develop a common frame for the campaigns (branding) and the guide/ tool kits for the preparation of the local actions
Activity 6 Training of trainers curriculum development
Following the workshop, the curriculum for the training of trainers workshop will be developed by project partners and outside experts.
Activity 7 Publication to promote the initiative
The project partnership will work out a printed publication which will serve to ?. The publication will be freely and widely disseminated across Europe to organizations and institutions dealing with anti-racist issues. It will be available online. The publication will be also translated in the four local languages, since it will be mainly targeted to local private and public bodies.
Activity 8. International training for trainers
An international training of trainers will be organized for the national partners. The training will gather four representatives per country (Bulgaria, Hungary, Denmark and Germany). The training aims to prepare trainers and the local training modules. The trained representatives will later organize in-country training for local activists and organizations. Key experts on anti-racist campaigns will be invited to train the trainers.
Activity 9. In-country training sessions
Each national partner will organize two in-country training sessions for representatives of local organizations and networks. The training will be held by the trainers prepared during the international training of trainers. The training will:

build capacities of local representatives on planning, organizing and reporting local anti-racist campaigns;
-
promote the most effective information channels and methods for bringing European values of tolerance and respect to ordinary impartial people from local level;
-
build skills for building partnerships and networks on local level in support of anti-racist actions.
Activity 10. Support for planning campaigns
At least 5 local organizations per country and/or networks will plan local anti-racist campaigns.
Each national partner will provide technical support and guidance for the local organizations and networks while they are planning their campaigns to promote intercultural understanding and mutual respect.
Activity 11. Running local campaigns
Once the campaigns are planned and approved by national partners the local partners will implement them. All campaigns will be run at the same time in all countries (if possible) so it will be presented as a European campaign on the local level. While each local campaign will be somewhat unique due to the particular strengths of each local organization, all campaigns will have a common title and theme, stressing that it is part of a wider European initiative to promote intercultural understanding and mutual respect. Good media coverage will be a primary objective of each local campaign.
Activity 12. Reporting
After running the campaigns each local organization or network will report the activities in a special report form. They will be advised by the national partners. The reports will be translated in English and gathered by the coordinating organization.
Activity 13. International conference for sharing experience
An international conference for presenting and evaluating the results of the local campaigns will be organized. All local organizations and networks will send a representative to present its campaign – procedure, difficulties, results, lessons learned. Simulative interpretation will be provided on local languages.
Activity 14. Publication on best practices
The results of the international conference will be published in a special publication. It will contain some of the best campaigns, the overall planning and implementation process, results, difficulties and lessons learned. The publication will also include a “how to” part, which will serve as a useful resource for other local organizations who would like to organize anti-racist campaigns. The publication will be published in English and on the four local languages.
Activity 15. Dissemination of project results and publications
The publication will be disseminated widely on the national and European levels by all national partners. Press conferences in each country will also be organized, inviting representatives of local organizations and networks, youth centres, local authorities, and the mass media.
Activity 16. Evaluation and follow-up meeting
The project partners will gather on evaluation meeting where they will discuss the implementation of the project, the cost-effectiveness, the difficulties and the lessons learned. Self-evaluation report will be elaborated. A written external evaluation will be made by an independent consultant.
Activity 17 Website development
During the whole project duration the activities will be permanently reported on the website of the Pakiv European Network in English and the four local languages.
The project has two main target groups:
Direct beneficiaries from the project will be:

at least 20 local organizations and networks from Bulgaria, Germany, Denmark and Hungary who will build their capacities and will implement local anti-racist campaigns;
-
at least 20 localities (100.000 people) which will be reached by the campaigns;
Indirect beneficiaries:
Describe where the proposed activities of the project are going to take place.
The local campaigns will take place in at least five localities in Bulgaria, Hungary, Denmark and Germany. The international events will also be organized in some of these countries, giving priority to Hungary, as the coordinating organization is based there. Experts from countries other than these 4 will be invited to participate in meetings and share their expertise, but activities will not be held there.
The expected concrete quantitative outputs from the project implementation are:

16 people (Roma and non-Roma) complete a training for trainers on planning and implementing anti-racist campaigns;
-
at least 30 local organizations and networks trained in planning and implementation of anti-racist local campaigns;
-
at least 20 local organizations and networks design and implement local anti-racist campaigns;
-
at least 100?000 people are reached by the local anti-racist campaigns;
-
at least 500 local organizations and networks receive the project publications;
-
at least 30 European organizations and institutions receive the project publications.
The expected qualitative outputs of the project implementation are:

greater intercultural understanding and mutual respect amongst people engaged in the local campaign activities.

identified best information channels and methods for bringing European values of tolerance and respect to ordinary people from the local level;
-
presented best practices of local anti-racist campaigns;
-
created conditions for sharing experience among local organizations and networks acting in the field of anti-racism and tolerance.
In addition to the development of local campaigning materials, the project will produce two main publications that will be available in Bulgarian, Danish, English, German, and Hungarian:

promotional material on the project and the best information channels for bringing European values of tolerance and respect to ordinary impartial people from the local level;

booklet presenting some of the best campaigns carried out in the context of the project, the overall implementation process, results, difficulties and lessons learned. The publication will also include a “how to” part which will serve as a useful source for other local organizations who would like to organize anti-racist campaigns; published in English and the four local languages.
The project also provides for regular website reporting on the project implementation and permanent access to all publications
